Marsha K. Hudgins
Ms. Hudgins became CEO of Hudgins Contracting in 2011 following the death of her husband, Lester L. Hudgins, Jr. In her role as CEO, she has worked daily to direct the growth and expansion of the company and successfully position it for the future. Excellence and integrity, team building, employee development, and community engagement remain the core guiding principles of the business and have been central to its evolution over the years.
Both Marsha and Hudgins Contracting are committed to giving back to the Hampton Roads community through donations of time, talent, and financial support. Some notable organizational positions she has held include Operation Smile Board Member, ODU Educational Foundation Trustee, sponsor and member of the Langley Civic Leaders Association, President of ODU Women’s Initiative Network, and member of Achievable Dream Academy’s Board of Directors. In addition, Marsha sits on the Executive Advisory Council for the Strome College of Business at Old Dominion University.
Pamela J. Kelly
Pam Kelly began her career in the construction industry at Reams Computer Corporation, where she specialized in job-cost accounting for contractors and other industry clients. She joined Hudgins as a comptroller in 2011, managing the accounting and finance departments and oversaw an overhaul of the company’s software systems. In 2022 Pam was appointed President, turning her focus to the company’s evolution and growth while building on its five-decade legacy.
Pam is exceptionally proud of Hudgins’ “employee-first” culture, and during her tenure has instituted new policies that seek to enhance employee experience and well-being. Together with Marsha, she introduced an organizational restructure that emphasizes cross-functional leadership and collaboration, and brought in new measures and processes to help identify and promote next generation leadership.
Over the past decade, Pam has worked to build up the company’s capabilities as a federal contractor to future-proof its core capabilities and expertise. To date, over 90% of Hudgins work comes from federal contracts, making it one of the most successful site contractors of its kind in the region.
