Marsha K. Hudgins

CEO

Ms. Hudgins became CEO of Hudgins Contracting in 2011 following the death of her husband, Lester L. Hudgins, Jr. In her role as CEO, she has worked daily to direct the growth and expansion of the company and successfully position it for the future. Excellence and integrity, team building, employee development, and community engagement remain the core guiding principles of the business and have been central to its evolution over the years.

Both Marsha and Hudgins Contracting are committed to giving back to the Hampton Roads community through donations of time, talent, and financial support. Some notable organizational positions she has held include Operation Smile Board Member, ODU Educational Foundation Trustee, sponsor and member of the Langley Civic Leaders Association, President of ODU Women’s Initiative Network, and member of Achievable Dream Academy’s Board of Directors. In addition, Marsha sits on the Executive Advisory Council for the Strome College of Business at Old Dominion University.

Pamela J. Kelly

President

Pam Kelly is President of Hudgins Contracting. She joined the company in June 2011 as comptroller to oversee the accounting and finance departments. In May 2022, she was appointed President, a title she holds today.

Her professional career is rooted in the construction industry. She studied accounting at Christopher Newport University in the evening while working during the day at Reams Computer Corporation where she offered training and support in job-cost accounting and software solutions to construction industry clients.

As President, Pam is committed to growing the company while maintaining its five-decade legacy. She is exceptionally proud of the company’s site work for federal contracts, knowing the result serves as the foundation for many long-lasting future projects.

Pam and her husband call Yorktown home. Their oldest daughter and son-in-law live in Massachusetts. Their youngest daughter recently graduated from George Mason University.
